HOUSE BILL NO. 109 by Representative Chenault, entitled:                                                                        
                                                                                                                                
    "An Act relating to requiring persons employed in the classified,                                                           
    exempt, or partially exempt service of the state to be a state                                                              
    resident; and prohibiting persons who are subject to the Public                                                             
    Employment Relations Act from negotiating terms contrary to that
